There are a lot formulas. But there is only one universal rule: to solve as much as you can, as hard(problems) as it possible.
A friend of mine ate a lot of spinach chutney (see this- http://en.wikipedia.org/wiki/Chutney) and became red within a month. ! Also, curd helps in digesting chutney better.
You must have a 1700 rating points and more. It works (I tested it).

Take more practice and challenge hard problem.
To be stable 1500+ you must be in top400 every usual div2 round (2300-2800 participants). To be stable 1600+ you need to be in first top200-250. Two consecutive top100-150 will give you 1700+. In another terms — A,B,C in 20-25 minutes (or A,B,C,D in ~90 minutes) for 2-3 consecutive rounds will defentely advance you to div1 (even if you're starting from 1300).
PS No calculations, just big div2 experience
Way 1 (wrong way): Create yet another topic, asking about how to increase rating.
Way 2 (right way): Practice a lot and solve the problems that are hard for you (editorial is your friend).
I though you were going to say that way 2 is searching if someone's asked the same question already :D
Indeed, the first algorithm that one should master is the Google Search algorithm :D
If you register div2 contest, you will receive a email, in which have a fragment: It will be for newcomers or participants from the second division (non-rated users or those having less than 1700 rating points).
