what causes any delay in rating updates? i mean, after sys tests are done, you can just update the ratings, why any delay?

I do not know. On some div1/2 contests, it is as immediate as lightning once the round ends, rating updates. On otha hand, for other contests, it delays. This delayed lot.

The "immediate as lightning" rating updates are done without removing the cheaters.

It takes a bit of time to detect cheating.

System test -> calculate -> Rated skip -> recalculate

I think adding a tag for rated contests is a better choice.

there was a discussion between the contest writer Dominater069 and LGM's regarding that all of Div1 participants did not receive the message. convo I guess they might be checking manually the number of affected Div1 participants so they can get their round unrated as it happened in the last round where 18 people were manually addressed.

It is definitely unfortunate that the initial announcement didnt reach div1 but to the best of my knowledge there is no manual checking for making people unrated.

Here is the general rule : unless it is said that it is unrated, it is rated.

Cf sometimes takes upto 1 day for rating changes (or even more)

I have the same question as well. Other contests give ratings in light speed. Some contests take some time in System Testing. But In this case System Testing is done. Most Probably They're recalculating.
