I found this website codeforces.net, and I was about to sign in until I realized the url was different. Is this an official website, or a phishing scam?

This is a CodeForces API wrapper, not a whole website/mirror...

If so, what is "https://codeforces.net/" after all? Backup of Codeforces?

I opened the browser's dev tools to check the code of both domains. Noticed that we also have codeforces.org :).

Both website (_.com_ and .net) uses the same assets and code from .org, so I think .net is just a proxy to .com or both are proxies to some hidden server.

are you a guy with a scary pfp? (I know you're calling for people to care about your people, but every time I see that photo, I feel very uncomfortable.)

You can easily get rid of the scary pfp using your adblocker's "block element" feature.
