Is it better to solve problems with my rating range like(1300) or should I try to solve problems with a harder rating like 1500 — 1600 even if I need to read the tutorial sometimes?

I would suggest doing problems below -> your rating in mashups (for speed), and doing (your rating + 600) problems (for solving hard problems in contests).

    dont you think current+600 will be too much because we might not be able to even get the basic idea of the ideas applied and required to solve such problems.

      At first, you may not even be able to solve a single problem on your own. But gradually, you start to see good results. I went from not being able to solve 1600s to solving 2000s by myself.
