Its called Long contest because of the long wait for rating update.

There's a reason they are not updating the ratings. It is to figure out the cheats, and long contest has lots of submissions -> lots of checking to be done. Otherwise, dont you think its just a matter of running some code to update everyone's ratings? Read this for more details.
Yes, it takes a lot of time. In fact, I'm pretty sure checking all submissions (all pairs of submissions, in fact) would take much, much longer than just 2 weeks. Even if everyone focused their efforts on this 10 hours a day.
On the other hand, with a decent heuristic, it would most likely take much less time, because manual checking only needs to be done for codes under suspicion.
I've said this several times in the Codechef forum, yet people still delude themselves into thinking that Codechef staff works day and night to remove cheaters, and that's why it takes so much time. No, it's because the rumoured improved heuristic that would simplify this process remains a rumour and manual checking of codes is an extremely shitty work, so people don't want to do it. And when you don't want to do something, you stretch it out.
