It means that there will be only one programming language available in the contest and this language will be kept secret until the very begininng.

How long does the competition. Because it takes more time to learn the basics of language .... (Is there a small tutorial, or are we forced to search on the web?) (sorry if there is mistakes, I have translate with a traductor)

3 hours. Yes, it's nessesary to use internet. It's an unrated competition which is created to give opportunity to study basics of new programming language as fast as you can.
