Is rating updated by just reading the problems?

Is rating affected by reading the problems or I must make a submission ? Is this mentioned anywhere in the rules ?

You must make a submission.

Don't know about the rules - i saw this question few times before in blogs (with such answer).
And this is also my personal experience:)

It is really frequently asked question, but I have not found it in the list (and anywhere in the rules) too.
