I think virtual contest must end as soon as all problems are solved.
It's quite unfit for it to continue while the user can do nothing more.

Consider like this situation. You solved all problems, and last problem you want to enhance in time. But if in this time round is ended. You will be must to launch new contest...what is not so good...
In this case you can submit in practice. And btw, I've just tried & it's impossible to create 2 virtual contests for the same contest
Not ending contest is bad for contests which last one day or more (e.g. CROC qual round)
This is not the situation in a contest with ACM-ICPC rules. Submitting again when you have already got AC will only decrease your score.
You can delete contest, after you solve all problems.
Have you tried it? I've just tried to delete a virtual contest which I solved all problems, but I got the message: "Can't remove virtual contest, because you have some actions in this contest"
Good thing that you made it through the spamfilter with "enhancement proposition".
