We welcome applications from students with strong olympiad background (IMO, IOI, ACM ICPC, TopCoder, Codeforces, etc.). Our group includes some former olympiad competitors like myself (Top-24 in TCO'10) and Yuan Zhou (IOI 1st place, '05; ACM ICPC 2nd place '09).

So just wondering, when you say you welcome applications from students with strong background, does that mean that you are not really looking for weaker background? For instance what kind of rating would translate into being strong enough at algorithms to sort of be competitive for such a position? I understand of course if one can not put a number on it, but in general terms is it sort of people who are red on CF or TC?
Thanks for your question! Being red on CF/TC (or an equivalent achievement) is a big plus but is neither necessary or sufficient for getting in.
Let me just clarify that while we will have some preference towards students with high ratings and major achievements in olympiads and competitive programming the primary factor of interest for our Ph.D. program is your ability to perform world class research in algorithms and machine learning. Thus a big factor for us is your experience and interest in doing research as demonstrated through your thesis work, published papers, reference letters, engagement with the research community, etc. Another big factor is depth of your mathematical and computer science background as demonstrated through the courses you've taken and your performance in them.
