Two consecutive Div. 2 rounds?

Why do you make many Div. 2 rounds?
And Div. 1 coders can't participate.
I don't think this is fair. Because Div. 2 coders get a chance to increase their rating, but Div. 1 coders don't get this chance.

Div.1 coders are more trained than div.2, so div.2 should train harder.

    If your rating is greater of equal to 1500, than div.1, else div.2

Why can't we have both div I and div II same time like TC??
It will require less number of total question by using some common problems  in both div.

    If you didn't notice - we have both div1 and div2 at the same time :) But we have an additional div2 rounds for not very expirienced participants.

        No, it is illegal. From this moment on you may take part in Div.2 rounds unofficially, even it is Codeforces format round.
