Yes , users are divided into 2 division with respect to their ratings.
Any user with rating > = 1700 competes in Division 1.
Any user with rating < 1700 competes in Division 2.
You will notice two types of CodeForces rounds:
Rounds for both divisions (Contestants are separated as above).
Rounds for Division 2 Only (Contestants of Division 1 can participate "unofficially")
Of course , you can attempt Division 1 problems after the end of their own contests.
