I want to organise a local problem solving contest for my college students, is it possible to do so here? I researched a little bit and found that it is possible to create a contest in a group either by creating a mashup of problems from problemset or too import problems from polygon. Since I am not a div1 participant I cannot create a group.
Is there any other way to create a local online problem solving contest? if not on Codeforces, perhaps somewhere else?

You can try VJudge. For existing problems in CF, you can just use the problem id to import them. And if you want to use your own problems, you can use polygon + mashup ( but it's a little complicated).
I've seen ppl organise contests like it on Hackerrank. You can give it a try.
You can make private groups without being div 1. I made a group for my college when I was in 1800s rating.
Maybe you'll need an account with >10 contests I guess to make a private group.
