He's not a cheater lol)) Look at his previous submissions, there were also similar comments. It's just a gray coder, in this contest he did nothing unusual (also two tasks). Especially since the system did not find anyone with a similar code. It seems to me that there was a bug, maybe the system thought that there is a lot of code that does not do anything (commented) and thought that it is a cheater.

There might be a possibility that you write so many commented lines just because each solution doesn't get caught up in plagiarism. You might have copied someone else's code and skipped from plagiarism. Remove all unnecessary stuff and then participate, because it's hard to check whether the same code with and without comments has been copied with each other or not. Save your code locally/on GitHub and use it when required. I think it's correct to remove all of those who wrote a lot of code that does nothing in order to escape from plagiarism.
Also, I have checked your past submissions, do you require different commented codes in each month?
