Are the testcases used for evaluation manually generated by humans or is it generated by some sort of automated testcase generator?

Hey, I was wondering if there are any scripts to download all solutions for a particular problem. It would be helpful if it has filters like type of programming language used, status of submission etc... I have found scripts that downloads solutions of an user but I was hoping if anyone has a ready-made script to get submissions of a problem.
