On various competitive programming platforms (like TopCoder and here Codeforces), once a competition concludes, any member can access the source code of each submission. Would this be categorized as code being "published/distributed"? (For instance, does this regulation imply that contestants are allowed to utilize the past submissions of all other participants?)
