I think you can stop solving problems from the problem set , because you have solved enough problems of even 1600 rating. You should start giving more virtual contests because how you perform in contests matter more than how you perform while solving problems while practicing. Even solving problems A and B (and sometimes C) fast enough would get you into specialist.
You can see my case was similar to yours. I was shuffling between newbie and pupil for 1 year. This was mostly due to my lack of practice which I tried to fix this year by consistently practicing. I see you have been practicing but are you really practicing? How much effort are you really giving to each question you solve? Do you see the editorials if you are not able to solve the question? I would suggest don't look at the editorial at all if you are not able to solve the question. If it seems impossible try easier questions but develop confidence in your problem-solving. I use editorials as a way to learn some interesting insights or new stuff after I solve the question. Try to read other people's codes and approaches before you see the editorial, you will learn a lot from that. And lastly when you encounter questions involving specific algorithms then learn them then, not before it. People overestimate the importance of new algorithms over practice. Do cp with your friends, discuss approaches and answers with them, compete with your peers, and try to outrank them :P. This is what has worked for me till now, hope this helps you. Good luck!

As someone suggested above, he might be using the editorial for most of those "hard" problems without noticing. This happens a lot.

Too less, Give more time, or leave it for a day or two, and go through the question again.
Virtual contests, a lot of them. + solving problems you weren't able to solve during these contests(maybe 1 , 2, or even 3, depending on how hard these problems are). I suggest div3 and educational rounds, but mostly div3. Most importantly, don't give up. Soon enough you'll reach pupil and beyond.

Virtual participation
Start doing problems through virtual contest. Improve ur contest amptitude and remember to upsolve the questions which u are not able to solve .
And be patient although u may not see results now but later on (if u continue ur progress) u will definitely see good results

besides virtual contest, how should i practice? many good programmer says that, don't look at the editorial. then stucking on a single problem is more time consuming. and if i can solve A,B in vc, should i upsolve upto C,D?
i am in the same situation. no improve means no motivation. how can i tackle this situation?

See try to have a timer practise
Take ur rating and sort problem set from (rtg + 200) -> (rtg + 200)
and start solving from top to down with timer ON
generally at your range i believe it would not be good to see editorial. Instead after trying for lets say 1:30 hrs leave the problem and come back on it after a month( by seeing not solved list on ur profile)

See for my case too my contest performance was not as good as expected.
I had a lot of friends and during contest i used to see whther they had solved a question or not, if they have solved and i am not able to solve then I used to take a lot of pressure (so i disabled all the friends from my friends list andd it worked a lot)
Moreover try to do 3 -4 questions of 800 difficulty 1hr before the contest with full speed (so you can have a good hand over keyboard speed)
