He was not the first to submit in those Div2s, and above that he is skipped once again in EDU round which doesn't have ROOMS and code locking

I agree with your point that he is a cheater who tries to defend himself by saying that his code was leaked. There can't be 12 coincidences that someone leaked his code and he was penalized for it.
My only point was that your time and energy are getting wasted by reporting such a trash person, instead, you should use that for some other productive thing.
If he writes a blog claiming that he is innocent, then you can state the facts which prove that he is a cheater and not a victim of cheating.
