Maybe because at this time Mexican Olympiad in Informatics starts on which round is based.
It turns out that "Olympiad in Informatics" is code for boring problems. Still, boring problems are better than no problems. It is very unfortunate that CF thinks it's ok to do this to Indian and Chinese users (I only assume that India has the same problem since it is close to China, but I could be wrong).
