Can someone suggest a website where I can host a private contest for particular users for free.
Or some PC application that will do the same job (besides e-judge).

CMS (Contest Management System), DOM Judge, Sharif Judge, PC^2, etc (google these).
I'm not good in Linux, so I would like something to work under windows with easy interface.
Contester is good and easy to setup.

I have just installed and logged in. But I need administrator privileges to create contests and add problems. Do you know how to do that?

You can use PC^2 (you should only install Java).

You can host your contest on Hackerrank free of cost. You don't even need to write to the admins for permission and stuff. You can just host your contest whenever you want. The contest will be accessible to only those people you share the URL with. Alternatively, if you want public participation, you can write to Hackerrank requesting them to display your contest in the Upcoming Contests page.
This method is much easier than setting up things like PC2, CMS, DOMJudge etc.
