I'm worried about my contribution, so I would like to help codeforces to get some upvotes :)
Codeforces is facing serious troubles with div2 contests, many fake accounts loot div2 winning positions! If we want to stop them we have to understand what they want. They want to be famous. They want rating, because rating is motivation. That's why I suggest to create a different rating system for out-of-competition participants!
What do you think about this idea?

Make the first 3 rounds for unregistered users out of competition. Place them into the first or the second division based on results of these rounds.
Nice idea! This will cost the cheaters more time to cheat. But, they will cheat, once they reach div1.
Btw, what's your opinion for adding a feature of virtual rating? I think many users would like it.
Well they won't be in div2. Problem (non-rated participants taking top places in div2) solved?
I personally don't care about virtual rating. I'm fine with non-rated contests.
What if they(fake id) intentionally go back to div2 and compete again in div2 only contests?
Then this fact will be seen in their competition history.
But, people will think them as the best div2 competitors when real div2 users won't get the chance.
No, their competition history will show that they are div1 users who intentionally flunked a couple of contests to get back to div2.
Currently you cannot distinguish a new account from a fake one because they don't have a competition history.
