Although OpenCup is the best icpc-form tournament in the world, it's not public. I'm very curious about the problems inside, is it possible to register a login as a Non-Russian?

To participate in OpenCup you either need a sector in your city (which is handled by representative, usually an university professor. Supposedly all teams from a sector participate from single location where they are supervised by representative. In this case logins and passwords are also provided through representative) or Snark to trust you for some reason and give out external login
Are contests there in English? I've heard about OpenCup from time to time, but I never really know what exactly they are.
