Codeforces says it will be down "01:00-06:00 August, 31 (MSK, UTC +4)". As far as I know MSK is UTC+3, so the 01:00-06:00 is in UTC+3 or UTC+4?

That's what I said. But statement says "(MSK, UTC +4)" what I can't interpret.
In russian version of codeforces don't writing about utc+4 ,it is writing 01:00-06:00 (Moscow Time)
