Thank I_love_Tanya_Romanova for pointing out my mistake of ignoring the inactive users. I have fixed it now.
I get the rating history of each user who is in the top5000 either of the active or the inactive now by Codeforces API. So if a user was in the top10 but is in neither the top5000 of the active nor the inactive now, he will not be included in the historical top10s.
I made the video using Dynamic Ranking Visualization. And the codes written by me is here.
P.S. The numbers change continuously in the video, so the ratings in the picture are not the exact value.

Top 10 changed drastically overtime, but tourist was #1 most of the time.. (except only few seconds)
Man, 2011 was tense !! Petr vs tourist is epic to watch
this video proves tourist is an all time great
But where is vepifanov?
I think this is the main issue, and "mistakes" are somewhat more significant than they should be; W4yneb0t, JoeyWheeler, -XraY-, and a lot of other contestants are missing because they are "not in top5000" now due to being inactive and not because of having low rating. Current top of "inactive" is a place to check out.
Sorry, this is a big mistake. I will fix it as soon as possible.
I've been running my program for 1 hour, it seems that it needs another 6 hours to get all the data, and it will take another few hours to make the video and upload it.
