More importantly, there should also be punishment for posting in "Rule about third-party code is changing" if you don't have an actual reason.

Not sure about the rules but judging from the fact that the winner (among official participants) of the edu round 86 has been caught cheating before (if you look at his submission, you'll see a series of "skipped" verdicts) and didn't get banned, I think we can conclude that commenting "orz" on comment section is more serious of a crime then cheating during live contest in codeforces.
