Tourist's rating these days is too low that even rank 2 fetches him +53. There was a time when rank 2 for him meant a negative delta.
E.g. — https://codeforces.net/contest/750/ratings/

looking at the standings, problably the contest was not hard enough to distinguish between the really top guys. Otherwise if the contest would have been harder, tourist generally beats everyone by a whole problem.

moreover tourist placed first in Codeforces Round 694 (Div. 1) and he was $$$3700+$$$ in that contest but only gained $$$+78$$$ as opposed to Benq's $$$+105$$$ in the last round. Probably because of seed reasons.

your seed is your expected position. If several LGMs decide not to participate, rank 1 is not the same as if all LGMs decide to participate. Also, the rating of other participants matter in the sense like now we have 3 3700+ participants. With 1 round win tourist's rating will now shoot up the stars.

If the number of CF users increases, doesn't that mean that top users should indeed gain rating? Similarly, I would expect the very bottom to be lower.

It's a genuine question, I don't know how ELO works.

Yes, the increase of users should be the cause of rating inflation. As the rate of people joining is rapidly increasing, and the fact that newcomers generally cannot win against very skilled users without practicing for years, the proportion of the users very skilled users can outperform increases. For example, while codeforces have twice as much people participating in rounds in less than 2 years, most top people (e.g. Top 10) are in codeforces for longer than 2 years and thus the rating of the top people inflate.

For rating not to inflate we need newcomers (e.g. in the past 2 years) to have generally the same skill distribution as before, which is not the case.

Codeforces has some mechanism to work against this (the sum of rating of the top people in the contest remains the same), but inflation gradually reaches the top.

And I suppose you checked tourist's account to check the max rating, and find out if the current one is the global max, or he had already beaten it in the past XD.
