I rejudged a contest with 80 submissions but all of them is queueing for hours. Is it a bug in the system?

Edit: I submit a solution in the contest and it run immediately, is it a bug MikeMirzayanov

I found that technique in my country's OI last year but i can't find it on the internet. Is there a blog write about this topic, please suggest it to me!
