I see that, past 3-4 contest, when the skipped action taken, but the cheater get the same ratings, Like Educational Codeforces Round 167 (Rated for Div. 2) contests, 12 days past , but the id who are skipped ratings dont change. Simillarly this guy, https://codeforces.net/submissions/deanjon_roy/contest/1983 also get skipped but no ratings changed. I think they are forget to recheck the ratings system after skipped checked. So take a look at this
