In contest Looksery Cup 2015, No one got accepted on 549E - Sasha Circle(You can see the standings). But the problem is only rated *2700. Maybe there is a mistake(although it is an old problem, or old problems have different rated standard)?

I noticed it was downvoted heavily. Why downvote it? May anyone tell me?

It's a valid question about the Codeforces problem rating generator.
In the contest which OP is talking about https://codeforces.net/contest/549 :
Problem E was solved by no one.
Problem F was solved by around 30-40 peoples.
But still, Problem F has rating 2800 and Problem E has rating 2700.
If no one was able to solve it, than shouldn't the rating be like 3400-3500.

One example from Round 808 (div1).
Last Problem was solved by only one person in the contest and the problem is rated 3500 currently.

Isn't that true that the problem difficulty rating depends on how many peoples were able to solve it in the contest?

This is the graph of ratings of problems solved by OP.  If he has actually solved them and not just copied the AC submissions, then his level may be around GM or IGM.

    he just not participate in any contest and I believe his actual rating have to be >= GM
