Our rating didn't change and I know there's some problems. So I want to ask whether this contest is rated.

Afaik, the contest is rated, ofc. No problem plagiarism was found and the testsets were well prepared.

The cheaters situation recently were massive, and you see in a lot of contests, ratings had been rolled back temporarily for a while, maybe upto a few days.

I think the main reason the ratings hasn't in yet because Codeforces is working hard to find cheaters.
