It should be the panel titled "Coach rights" under the "Find training" element on the right.
But I can't find it.
I guess you have to give 30 contests to be eligible.
But some people could use it though they took part in less than 30 contests.

Also, no plags. Accounts with plagged/skipped codes/contests are not eligible afaik
If you are purple, you need to take part in at least 30 contests, but if you are master or above, there is no restriction. Additionally, once you opened coach mode, even if your rating dropped, it will still be there.
