I read somewhere that there is an expected rating that a user is given based on his rating before the contest and according to that expected rating his rating change is calculated . My suggestion is that we should keep a VERY HIGH expected rating for newly registered users(Many of which are fake accounts of div1 users) which would make it difficult for the newly registered users to make a high rating after the first match and after that they would be rated normally . Also the ratings of already registered div2 users would be affected less using this . Please give feedback/criticize.

If someone is actually a Div 1 user with a fake account, doesn't that mean they deserve to be rated highly? Why do we want to make them write two contests? Besides, I think it would be demoralizing for a new user to have a very good performance, but not even make it into Div 1.
But the problem is that the div1 users with fake accounts who participate in the contests and advance to div1 in their very first contest keep creating new accounts for every other div2 contest due to this . I agree that it is unfair that the new users would not have a positive rating change after their first contest . But do you have any better suggestion to stop all these fake accounts from being made ?
I think the most logical solution is to discount the performance of new users when calculating other users' rating changes. The Div1 users can still do it if they want, but they won't affect anyone else by doing so. I think any penalty that applied to all new users would create too large a barrier to the site.

Simplest way is to allow participation of Div1 users in "Div2 only" contests.
All other measures are bit too artificial. They are trying to deal with the consequences but not with the cause.
It is possible! It is possible, because ratings of Div1 users are changing according to their performance (and it does not matter that the problems will be simpler and round itself — shorter).
However some provisions should be made, I think — for example Div1 participants should be put into separate "rooms" (so they are hacking themselves only) and probably coefficient for rating change for them should be smaller since such contests are like "blitz" for them and results are more disperse.
I mean that for example that if Div1 contestants complete Div1 contest in 2 hours, 5-minutes time lag with connection or server problem does not affect them as much as when they are participating in Div2 contest which take only 30 minutes for them.
