IDK. I don't think 600 problems is 'few' to become master. In stories, people solve 500 problems and advance to world final. (It's not the case nowadays, but early icpc. But my point is that 500 problems is a lot.)

$$$500$$$ problems is definitely a lot, but most people simply can't become master after $$$500$$$. I found these graphs online that show that getting master in $$$500$$$ problems is something between $$$85^{th}$$$ and $$$95^{th}$$$ percentile performance.
Also, there is a lot of info in this study. One thing they found is that solving easy problems actually has a slight negative correlation with rating, but solving hard problems (defined as problems above your rating) has a good correlation with rating. On average, 1 hard problem solved = 1 rating gained.
Because, he just solve higher rated problems in contest. that's it, simple. it's not matter how many he solved, it's about how he solved the higher rated problems.
