Today most IOI teams will be arrived to Russia but not Turkish Team, not Ukrainian team
every year at least two teams don't participate at IOI because of a political reasons
in the next year IOI 2017 will take place in Iran, Iran doesn't like both USA and Israel
so probable USA team and Israel team will not participate in IOI 2017
The equation is if your country has a good relationship will The host country then you're lucky you will participate if not, Umm we are sorry we don't have any place for you.
this is not a silly game, Turkish Team and Ukrainian team have International Grandmaster, International master, 3 masters and 4 Candidate Master.

when any country given the right to host IOI, it should pledges to accept every participant from any country. any give him a Visa.

I think the problem arises when the country itself decides not to allow their students to represent them at IOI. There is nothing I believe that IOI can do. However, I think there is much they can do when the host country decides not to allow students from certain countries to go. ( I think it happened to Syria in 2013 ). In that case, I truly believe these countries should not be allowed to host IOI in future, or at least give guarantees that all students will be allowed before hand.
By the way, this issue is even common in some regionals in ICPC. Palestinian teams have not been allowed to compete in ACPC ( Arabian Collegiate Programming contest , which is the only official qualifier to World finals in the middle east) for the past two years. because the host country does not allow them.
I truly hope some rules are put by IOI/ICPC about this incident. Sure mistakes can happen to some individuals, but banning students on purpose should not be ok.

That's still Ukraine's decision. Russia did not indicate that they don't want Ukraine to participate in any way (AFAIK).
I personally don't understand the logic behind it. Patricipating in an international olympiad can only benefit the country — give it a chance to show what their students are capable of. To me refusing to participate is just screwing yourself over. It's quite irrelevant for the host country. The only logical reason I can think of is being concerned about the safety of the students, but I don't think those are justified concerns in most cases.
So a government that hates the people it governs has a good reason.
