According to the first section, 3body2 (sidhant, btzy, bayweiheng) will go to ICPC World Finals 2019.
However, according to the published rule in ICPC Selection Contest For Regionals 2018 section, Send Bobs to Alice (goodthingstaketime_._, MofK, Tran Tan Phat) should go instead.
Anyone know the story?

According to the blog of C. J. Hwang., NUS have 3 qualified teams: Send Bobs to Alice, 3body2, and Pandamiao. The NUS rule said the team with lowest score wins, where score is (NUS rank of Singapore Preliminary-1)*1.1 + (NUS rank of Jakarta/Nakhon Pathom/Yangon-1)*2 + (NUS rank of Singapore-1)*2.9. - Pandamiao: 3rd in Singapore preliminary, 1st in Nakhon Pathom, 5th in Singapore
Accordingly, the scores are:
- Send Bobs to Alice: (2-1)*1.1 + (2-1) * 2 + (1-1) * 2.9 = 3.1
- 3body2: (4-1)*1.1 + (1-1) * 2 + (2-1) * 2.9 = 6.2
- Pandamiao: (3-1)*1.1 + (1-1) * 2 + (5-1) * 2.9 = 13.8
Therefore, Send Bobs to Alice has the lowest score and should go to World Finals.

I heard that Send Bobs to Alice did not want to go this year. They wanted to save it for future. So it's 3body2
As one of the NUS contestants, I can confirm this is true.
Send Bobs to Alice doesn't want to go this year as they only has one more chance in World Final (they want to save the slot for next years). Hence, 3body2 is going.
They must be afraid of Um_nik.

On a more serious note (not for you Lance), no, this is completely personal. Every year WF welcomes a set of many strong teams; changing the attending year won't have much effect if you don't improve, whatever your goal is.
Also I don't want to retire after just 2 years QQIn Russia if you qualified but can't/don't want to go to the Finals, your university is disqualified for a couple of years. I don't think that's fair.
Our university is free to choose which team will go to WF among those who have already qualified. In NEERC you cannot have multiple qualifying teams, as NEERC acts as one super-regional and no one other than the top team from the university could qualify. In NEERC, if you don't want to go to WF then you are blocking all other teams from your university, while in Asia we are still sending another legitimate team.
I know all that stuff. And I think that the fact that in Asia the same university can qualify from different regionals and then choose the team that actually goes to the finals unfair. In NEERC it sometimes happens that the strongest team from some university underperforms and loses to a weaker team from the same university. With multiple qualifiers there is no such problem.
Our team loses (to other NTU-tw teams) on penalty with easier problem set but wins on solves with harder problem set.
World Finals, Yokohama (Japan) site and NTU-tw internal contests are considered hard. Taipei (Taiwan) site and most other sites is considered easy. Therefore,

If Asia has same rules as NEERC, team

will simply skip this season, so I don't see any big problem here.However there might be some teams feel unfair if they decide to skip some regional site to avoid fighting
