You can find the problems from http://main.edu.pl (some are in polish, but google tranlate did a good job on it).
i will be glad to find someone discussing the problems.
If you are interested in the solutions, in Poland they publish every year a book with the solutions from their informatics olympiad (in Polish, of course). You can find all these books online at http://oi.edu.pl/ (it's one of the options in the left-side menu — you can either use Google translate to find it or you can click the option right below "OI archive").
However, you will have to translate the solutions from the books yourself (as you said, Google translate might be a good option).

In the book from IX Polish Olympiad in Informatics there are solutions from Algorithm Engagement 2003 edition. www.oi.edu.pl/static/attachment/20110811/oi11.pdf Some solutions are included in the new book "Looking for challanges" but I think it's not available in a regular sale. At the last Algorithm Engagement edition organizers claimed that they planned to publish a book with solutions from previous editions.
After every round contestants want to share their solutions on PA forums. Needless to say, they're in Polish. Moreover, there are video solutions of few more difficult problems on "Potyczki Algorytmiczne" youtube channel.

are there same material for pa 2011 or even older?
Source codes are published every year, but they seem to disappear when new years' contest is starting. You can try searching at archive.org (potyczki.mimuw.edu.pl or konkurs.adb.pl for older contests), but solutions page does not seem to work there.
