At only age 16, Rewinding(Mingyang Deng) reached Legendary Grandmaster on Codeforces Round 564 (Div. 1). What's more, he won the first place in the Chinese team selection for IMO2019 and will be a participant of IMO2019.
It's a pity that IMO2019 and NOI2019 (a necessary step in Chinese team selection for IOI) are conflicted in time, and he will probably not be able to participate in IOI2020. However, he's in grade 10 now, so he still has the chance to participate in IOI2021.

No, but i think this guy might be the first one considering he is already first in math and he usually participates as good as the IOI Chinese team on codeforces.
I am wondering where did he practice. He registered on codeforces only 16 months ago and hasn't solved enough problems to reach such a legendary level. Also his spoj account has single digit submissions.
There are many Chinese OJs that contain thousands of hard problems. Also now a days SPOJ has quite a bad reputation.

Solution for NOI 2019 can be found in luogu. Tho most of them couldn’t explain the concept in depth and are of poor quality. (That’s why I hate NOI style problems lmao)
