Surprisingly, some rules of the Asia West Continent ICPC have been changed.

After the typical regional contests, two new contests are going to be held in Tehran and Kolkata in January 2020.

- The teams selected to World Finals are the Champion Team of each regional site plus several teams from this Asia West Continent Championship according to the following rules. The total number of WF teams for Asia West is determined by ICPC Headquarter.
- This is considered to be similar to any regional contest with the following exceptions:
Teams are invited to participate in the contest based on their performance in their respective regional contest sites.
The number of teams gets selected for this contest will be lying between $$$40$$$ and $$$100$$$ which is dependent on the site.
Only the top few teams from each site will be selected for the contest.
Even though the Champion Team of each site gets a slot in the World Finals, it is expected that all top-ranked teams of various sites of the Asia West Continent will participate.
Any team of the Champion Institute for each site is not eligible to participate.
Team composition, under no circumstances, can be changed.
The number of teams to be selected from each site is based on the total number of teams participated in the online contest and the onsite contest. However, the minimum number of teams from each site that will be eligible is $$$3$$$.
Champion Team of a site is the team that is the winner of the site.
Champion Institute is an Institute that has at least one Champion Team.
Contest Eligibility Criteria
It is the same as the rules of the Asia Regional Contest. However, the rule of participating in not more than two sites will be still good here since this contest will not be counted toward the two sites restriction in Asia Contest.
Contest Venue
The venue will be selected by the Steering Committee every year in the Asia Meeting at the World Finals. It can be a multi-site contest. However, in 2019, the venue will be decided by the Asia West Continent Director. This 2019-2020 year, it can be a two-site contest, one site is at Tehran (host: Prof. Ghodsi) and another site is at Kolkata (host: Prof. Gupta).
World Finals Slot
If there is $$$A$$$ slots for the West Continent and $$$B$$$ Regional Contest Sites, then $$$A - B$$$ is the World Final slots to be allocated from this Championship Contest.
Contest Dates
It is required that all regional contests of the Asia West Continent should be over and sufficient time should be kept before the Asia West Continent Championship so that all teams get enough time for the preparation and acquiring a visa. Also, it has to be completed latest by January 15 so that the World Finals invitation can be sent. This year it is planned to hold it between Jan 01, 2020 and Jan 15, 2020.
Contest Problems
Beside the problems created by the team of Asia West Continent Contest Director, it is expected to provide at least two unused problems by each site of the Asia West Continent. Each problem should also come along with a possible solution, judge data, difficulty rating, and problem type. Initially, Mr. Shahriar Manzoor (who has been the only World Finals Judge from Asia since 2003) may be the Judging Director, subject to his availability. However, the selection of the final set of problems will be done by Asia West Continent Contest Director. Sponsorship Asia West Continent Contest Director along with the Organizing Team will put his best effort to generate its fund. It is also expected that the Organizing Committee of the World Finals will extend its support to make the event successful. Further, each site should contribute an amount equivalent to $$$1$$$ USD per team based on the number of teams registered in Online and Onsite Contest, i.e., $$$X_i + Y_i$$$ for the site $$$i$$$ where $$$X_i$$$ is the number of registered teams in the site $$$i$$$ for Online Contest and $$$Y_i$$$ is the number of registered teams in the site $$$i$$$ for Onsite Contest. It is the responsibility of the RCD how they raise the amount. This amount should be transferred to the Asia West Continent Account to run the Championship Contest.
Funding
Partial travel support and local hospitality may be made available to provide by the host during the contest.
I saw this a while before, but 4) and 5) are still confusing to me as they seem contradictory. If a team wins a regional before Asia West, are they expected to come to the contest or not?
Why do they want to invite champion teams and reduce the World Final slots at Asia West Continent Championship from A-B to A-2B
I don't think that is how it works — there are some fixed amount of slots based on participation, awarded on the basis of some constants decided for each region. As far as I am aware, it is not possible to compute these constants beforehand for participants.
No bro u got me wrong, I meant inviting champion teams(who already have a world final spot secured) to Asia West Continent Championship would just lead to waste of spots there as there are high chances that the same teams would be meritorious there too
Then the next highest ranked teams skipping these teams would be taken. Look at Amritapuri's ranklist last time — DeathNote was 4th, still it made WF. While it is not as straightforward as I described, rest assured it will not make a huge difference.
I think it's a positive change, having a fair competition among all the top teams in Asia West, with what seems to be a high quality problemset (atleast according to the parameters they've set for preparing it).
Brooo!! there were 4 WF slots at Amritapuri!! 2 of them got wasted bcz Hold Right there sparky had already qualified from another spot and Laila was from same college as Sparky!!
Why partial funding? The spirit of ICPC has never been dependant on partial funding.
Has anyone got the invitation for this contest? What are the final dates? Assuming it will happen before 15th, can teams get the Visa before that?
The contest dates are 14-15, so most likely it will happen on 15th. Indian teams have to go to Kolkata, so they don't need Visa.
