I manged to create groups on codeforces Although i'm not reached Div1 yet is this bug ?

If it's a bug, I hope they don't delete all the created clubs after fixing the bug. I have already created a group and many people have joined already. So it would be nice if they don't delete the group.

I don't think it's a bug, as it only allows you to create private groups.

    You are right. It is like a mashup. You cannot make it public except you have coach rights(CM+). That is like a group. You cannot make it public except you have coach rights. I also think this is a feature.
