On Codeforces there are 1937 users from the U.S. . 19 (92.9 out of 10000) have a rating above 2600 and participated in 6 months.
On Codeforces there are 28925 users from India. Only 5 (1.7 out of 10000) have a rating above 2600 and participated in 6 months.
Why? India have an amount of users more than the rest three countries combined yet so few high rated users.

Short and Simple Answer : Indians start CP in 2nd year of Engineering and stop CP in 4th year of Engineering.Its very hard to become LGM in 2 years from scratch.If somebody does it, you will see it on leaderboard"

And adding on to this, doing CP in highschool isn't a supported option as almost all Indian colleges look at admission through IIT-JEE (entrance exam). So it's either prepare for JEE and get into a good college or do CP and risk it all. It's rare to find someone who is excelling at both.

According to the blog by mesanu, people above purple can't get girlfriends, thatswhy most people prefer to stay in the low rating range. If girls start dating 2600+ people, many people will get to that level.

On a serious note tho, Competitive programming is a sport where everyone tries to get to #1 position. Since it has nothing to do with wether you're an Indian or not, it's not practical for us to think the same.
So yeah, rather than being concerned about some random Indian geniosity, let's be concerned with ourselves
I can't speak for other countries, but in the US, the time of most contests is generally not great. This means that people who take contests are generally more dedicated to cp, which has some correlation with being higher rated.
i think its obviously related to the mentality with which people do CP. Most, not all, engineering indian students do CP solely to get a job. They don't have intentions to make it to the top, so why do you expect them to? They spend a few months on cp, get a job and quit.
Also according to your stats about 5/10000 indians being >=2600, there are quite a few inactive IGMs in india i think, I'm not personally sure (probably 10 atmost though ig).
It's not always the case but.
because of not so much awareness under 10th grade. Also after tenth grade many students start preparing for JEE which is considered a very prestigious exam. Therefore, we end up starting cp only in college.and mostly people leave it after getting a job. they seldom pursue cp as a career.
Because in India, Education is considered as a tool for survival. The child is taught maths, science, sst, Hindi, English till 10th, then He/She has to choose between PCM/PCB/Commerce. If they take PCM then Prepare for Engineering Entrance Exams and enter an engineering college. By this, he/she is already 18/19 by which many Russians or Chinese coders would have reached Candidate Master.
During College more focus is given on doing assignments, attending classes, etc. and how to prepare for placements by mugging up past few year Questions of FAANG Companies.
Most of the People in India do CP because they just wanted to work in Software Companies or prepare for Placements.
Even if someone would like to do CP of interest then barely the system would allow it.
The single reason why there are very few Red Coders. During the Entire College Life Students could only reach 1800 or 1900+ there are very few who crossed those hurdles and reached milestones.
Like AshishGup, etc. But on the Same time they had sacrificed other things also.
