    Cheaters are not only Indians . There would be also many cheaters from other countries , it's just like many Indians don't cheat and don't hesitate to criticise the wrong people in their community whereas this isn't the case of other nationals .

The better, more general way is to categorize the posts by topics (current tags are not suitable, as they are often missing and can be pretty arbitrary). Then, every Codeforces member could choose, which kinds of posts he/she wants to read in the Recent Actions.
