Last night, I and a few of my friends received a message from one guy begging for help in his private contest. It seems to me that he used many accounts in order to avoid getting punished.

After having examined his submissions, I found out that he has been cheating for a long time.
As you can see, many of his submissions have been skipped.
I suggest banning him permanently for the good of other users.
Banning the handle is not enough, we should ip ban the guy.

It doesn't surprise me that this comment has so many upvotes. Most students don't understand how the internet works.
Ip bans are stupid (dynamic ip, proxy, tor, etc) and harmful (college dorms often use NAT — you might be banning 500 students at once).
So what do you suggest?
There's no way to stop cheaters making new accounts.
Best way to fight it would be to have the cheater detection software good enough so that they get caught pretty fast. This way they would never get to high rating and maybe get discouraged. But this is hard and expensive and it will not happen.
It would be great to not have cheaters on codeforces, but at the end of the day, there is not much at stake on this site (very few people win prizes that they don't deserve, if any). It's just "internet points" and the effort is not worth it.
You just have to accept that nothing will be done about it. Just focus on your own performance in contests.

I understood my mistake that wanting help in a live contest is illegal and harmful for others, so again i apologize and pledge not to do that again in future .
This isn't the first time. Many people have reported you or accounts with your similar email asking for help on a problem for an ongoing contest. Maybe once was forgivable, but multiple times is just too much to ask for.
Shame on you I_Love_Heisenberg_ !! you are from those who don't want to struggle for success and also ruining the community . after getting caught you apologize and then again do the same thing.

Though he never texted me again. Instead of reporting (as it was just an unrated account created not long before), I thought I could just ignore. I didn't want to get involved anyways. I thought that he was targeting others so that he can later expose them. But now I feel I should have done this already :(.

These are some of the selling points in a resume. Or if you want referral from someone on LinkedIn how will they judge quickly? At least that's what my seniors have told me.
A good rating might give you an advantage in resume shortlisting process. But having a good and shining profile, can't help you in an interview.
The interviewer will have a negative impression of the candidate if he/she starts to boast of profiles/ratings and all. Only your skill and performance displayed during the interview matters :).

What does that skipped mean? Even I am seeing it for the first time. Many of his submissions are verdict as Skipped.
Skipped can mean 2 things 1)Say you submitted a solution and it passed the pretests but then you somehow realize that you messed up a condition and people might hack it with that condition(somehow pretests were not having that condition in focus(almost never happens because problem setters are brilliant here)) and then you add that condition and re-submit it then previous one gets skipped(meaning Codeforces will not check that solution). 2)Well this is the dirty part people copy and ask for help and then they submit it as it is or codeforces algo or system finds that, that particular solution/submission has been plagiarized then in that very condition it is written skipped.
