Now, as we know about the $$${AND}$$$ operation, we cannot change $$${0}$$$ to $$${1}$$$ using $$${AND}$$$ but we can change $$${1}$$$ to $$${0}$$$, which we don't want as we want to maximize the sum. Means the best we can do to maximize sum is to preserve each and every set bit.

As we need to minimize the sum, so it would be optimal to have a number whose set bits are the bits that are present in all of the elements from $$${A_L}$$$ to $$${A_R}$$$, because if on any element bit is $$${0}$$$ then we have to use $$${0}$$$ on this bit in $$${x_2}$$$ also, because we want to minimize the sum and it will produce a $$${0}$$$ bit. But if all elements are having set bits then, either we choose bit as $$${1}$$$ or $$${0}$$$, answer will not change. So we will choose $$${1}$$$ as our bit because our target is also to maximize $$${x_2}$$$.
