In this post, user AnteMortem said that his/her main account is red. As we all know, having 2 or more accounts which took place in at least 1 contest is against the codeforces policy. So, Mike, you should ban him/her.

Having alt accounts is allowed, but participating in a contest with more than 1 account is against the policy. Therefore the participation of the alt account alone doesn't mean anything.

      Didn't know that, but i don't think his alt account is affecting anyone's rating so it shouldn't be a problem.
