Even if that were the case, quality of education and type of culture are mostly caused by genetics. By type of culture I mean like savage culture vs civilized culture and everything in between.

not saying it isn't good, just that they deserve it because they work hard, harder than most of us would ever imagine. (possibly except for the very small amount of geniuses, of course).

I guess maybe it's because large amount of people and relatively few jobs. and, most importantly, one of my friends who comes from China told me that, when he was in middle school, his father punished him every time after he ranked lower in his grade. It was terrible, he said, I thought those "punishments" could certainly count as physical and verbal abuse. but he said most of his classmates had the same from their parents.
Taiwan isn't Chinese though
The point is that it is much closer to China and Chinese culture in general than Western culture, regardless of geopolitical views (which I don't want to get into here).
It's very simple. Chinese Communist Party dedicated immense attention to education and the possibility to apply this education on practice in both industry and science. Although their system is very competitive and stressful, huge unshackled human resources already made China industrial, engineering and scientific leader, including every specific Western-oriented metric like "most cited papers from most popular Elsevier journals".
In contrast, US capitalists always consider education as a mechanism of segregation, separation of poor from rich, of colored from white. Following Reagan's education reforms, the quality of education that was quite high at space race times (thanks to European scientists fleed from WW2) started to fall. Moreover, US culture of consumerism and clericalism causes intellectual leadership of 1st generation migrants from Asia who didn't absorb it yet. Therefore, scientific and engineering potential of US is strongly depends on US ability to attract migrants and supply them with the highest level of life using printed dollars: own education system is not able to support it even at decent levels.
In exUSSR education system is still free and good (thanks to communists). Technological miracle of Silicon Valley occured to a large extent because of brain drain from exUSSR in 90s. Because of Russia import-oriented economy, application of exUSSR education is possible only abroad, and Soviet culture is almost lost in particular due to clericalisation. This is why large part of top CF Russian users has flag of country where they work. As a consequence, today, reproduction of intellectual elite in Russia severely disrupted (in other exUSSR countries except Belarus, totally destroyed), and Russia is losing its position in competitive programming.
Sorry, but the US is better than Russia and it isn't even close. Also, Reagan saw the fall of the evil empire. But maybe the USSR was not inherently evil but just extremely inefficient. That reminds me of this joke told by Reagan.
